Housing Assistance Program

The Housing Assistance Program (HAP)* provides financial assistance to renters experiencing emergency hardships from COVID-19 and to keep families in their homes. To help with emergency housing needs, HAP has two components: rental assistance and relocation assistance for qualified households facing housing instability. *based on the Risk Mitigation Fund Policy adopted by City Council in 2019

NOTE: The rental assistance portal may be able to provide housing assistance based on pre-screening completed through the Homeless Connection Hotline.  The assistance will focus on residents who are on the verge of experiencing homelessness.  Please contact the Homeless Hotline for pre-screening to be completed. Please note, the assistance is for rental and not mortgage assistance. For mortgage assistance, please contact 211 for resources.

The City of San Antonio's Homeless Connections Hotline is available to assist people experiencing homelessness. Callers can discuss their current circumstances and receive counseling and education regarding available resources. The hotline number is 210-207-1799. The hotline is available Monday through Friday from 8:00am-4:30pm. The hotline closes between 11:45am-12:30pm daily during lunch.

This hotline is a collaboration of the City’s Department of Human Services along with South Alamo Regional Alliance for the Homeless (SARAH) and other homeless service providers. Community members may also email homelesshotline@sanantonio.gov to seek help for themselves or others.

To check the status of your application, please call 210-207-5910 and hold for a 311 Customer Service Representative.  You can also check online at https://dhs.mendixcloud.com/p/housingappstatus. Please allow 30 business days from the date of the application to receive an update.

Resident Relocation Assistance -This program is designed to provide relocation assistance to low-income households impacted by financial hardship and housing instability. You may contact Neighborhood and Housing Services at (210) 207-6459 for assistance.

The Health and Human Services commission has launched the Texas Housing Assistance line as a resource to help people facing housing instability or homelessness, with a focus on people dealing with mental health or substance use issues. You may reach them 24 hours a day/7 days a week, by calling 1-855-802-0014.
