The Replacement Anti-Theft Mailbox Program (RAMP) is a District 8 pilot grant initiative designed to help neighborhood associations replace outdated cluster mailboxes vulnerable to break-ins and improve security around mail areas. Funded through Discretionary Carry-forward Funds, the program aims to prevent mail and identity theft, reduce strain on public safety resources, and enhance neighborhood safety through upgraded mailboxes and improved lighting.
Mailbox theft has become increasingly common in the City of San Antonio. Criminals seek easy targets such as cluster mailboxes, looking for prescription drugs, sensitive financial data, and packages. Older cluster boxes are relatively easy to access with simple tools and copied or stolen master keys. After a cluster box break-ins, scarce public safety resources must be used to investigate the criminal activity. It also causes significant inconvenience and hardship for residents, by delaying mail and requiring travel to remote USPS locations to retrieve mail.
How it works
District 8 will allocate Discretionary Funds to pilot a one-to-one matching grant for cluster mailbox replacement and/or security lighting near cluster boxes. Grants will reimburse installation costs with supporting receipts. The maximum District 8 contributions are: up to $2,000 per registered Neighborhood Association (NA) for cluster-box replacement and up to $500 for lighting. In order to qualify for a grant, the NA must provide a 1:1 match to the grant amount and is responsible for any additional costs. Previously installed boxes/lighting are not eligible. All contractors performing work covered by the grants must meet USPS requirements when replacing cluster mailboxes. The program remains in effect until funds are expended.
This is a competitive grant application process and is awarded at the sole discretion of City Council District 8. Applicants will be asked to justify the grant by showing previously compromised cluster boxes with police reports or USPS reports.
