Chapter 5 of the City of San Antonio Animal Care Code allows cats to roam free within city limits. However, all outdoor cats must be spayed or neutered.
Animal Care Services has a variety of resources pertaining to cats including:
- ACS Community Cat Program- ACS will loan you a trap and provide FREE spay/neuter services for roaming cats in your community. *This program is ONLY for healthy cats/kittens to be brought in for spay/neuter services where the resident drops off AND picks the cat up from surgery. The cats/kittens are then returned to the area by the resident who trapped them. Residents of City of San Antonio only. Appointments may be made here.
- Trap/Neuter/Return (TNR) - is a program in which community cats are humanely trapped, evaluated, vaccinated, sterilized, and marked by an identifying notch in the left ear, all administered by a veterinarian, and returned to the trap location.
- Barn Cats- ACS offers free adoption of Barn Cats who assist with controlling rodents and pests.
To report a sick or injured cat or for more information, please call 311 Customer Service, at 311 or (210) 207-6000. 311 is available seven days a week from 7am-7pm and on holidays from 8am-5pm.

Animal Sales/Permits/Waste
Addresses concerns regarding online/roadside animals sales, permitting of animals (max 8 per household), as well as maintenance of properties for animal waste.
Stray Animals
Addresses animal concerns regarding stray/roaming/unrestrained animals as well as those displaying aggressive behavior, including owned and unowned animals. There is no restriction for roaming cats.
